The City of Peoria bid farewell to two council members and welcomed two new ones.  At-large City Councilman Jim Montelongo elected not to run for a second term.  At-large Councilman George Jacob had a single-bike Motocross accident nearly a year ago and has been recovering from a traumatic brain injury ever since.  Jacob sat in a specialized wheel chair at the City Council Horse Shoe last night for the first time since his accident.  It was also his last meeting as a Peoria City Council Member.
